Kameido Tenjin Shrine has been called the best place in Tokyo to see Japanese Wisteria(Fuji) in full bloom. It is located near Tokyo Skytree.
These wisteria vines were planted during Edo period(1603-1867), and were the subject of many ukiyo-e prints.
Over 100 beautiful purple wisterias full bloom and hang at the historic shrine site, that view has been attracting many people for a long period. Beneath the wisteria trellises is a quiet pond, creating a tranquil scene of purple flowers reflected on the surface of the water.
Along with the magnificent scenery of wisterias, the festival also features a lot of food stalls offering such as local seafood or Japanese dessert. Moreover, the flowers are lit up at night, you can enjoy the mystical view of the illuminated wisterias.

Kameido Tenjin Shrine Wisteria Festival (亀戸天神社 藤まつり) is a traditional event held since Edo period, and it’s one of the most popular flower festivals in Tokyo during spring. Over 100 beautiful wisteria flowers bloom and hang at the historic shrine site, displaying elegant and peaceful scenery by the pond and the vermilion arch bridge.

One classic Wisteria flower blooming spot in traditional downtown Tokyo and here they are! Just beautiful no matter what the weather is.
The best season should be some time after Sakura blossom season in Tokyo, though, of course, check the timing via media beforehand.
The 10 min walk from Kameido Station should be pleasant if it's a warm calm day in April, but It's also better to have searched out some good lunch/resting spots around before setting off.

Always enjoy a visit to this shrine especial from late March to mid April for the blooming Wisteria and the related festival. Excellent views of Sky Tree can also be seen in the background.

Nor too big neither too small, it might be a good choice if you want to stroll around a Japanese garden and see a shrine.
