This place was interesting, my partner and I got to see the omikoshi (festival floats), a short video showing the festival, and then we saw a 3D video about the festivals in Chichibu. However it's all in Japanese. There is one section of the museum on the second floor that explains the Chichibu night festival in English. It's really interesting. I'd say go, why not?
500 yen per person. There is a gift shop, and a stage where I assume there are musical performances? I didn't get to see that though.

One of my favorite museums I've ever visited. Beautiful float exhibits, a cool 3D mini documentary, mikoshi, festival wear, etc. Well worth a visit.
