If you want to get panoramic views of the city and port of Niigata, go to the Toki Messe complex at the mouth of the Shinano River. The 140m-high building of the convention complex, the tallest in Niigata Prefecture, has an observatory on the top floor where you can command great views of Japan's longest river, distant mountains and, weather permitting, Sado Island in the Sea of Japan.

The convention complex acquired a name Toki (Japanese Ibis) because of its sprawling, wing-looking shape and the regional government program to preserve the endangered species. You can have a pleasant stroll from the station along the river to reach this area. The observation floor also has some antenna shops of regional confectionery maker.
