On the upper and middle slopes of Mount Rokko lies a garden and park complex to enjoy the scenery and flowering smell. The ropeway right next to the Shinkansen terminal at Shin-Kobe whisks you to the two stops in the garden.
Get off at the top station, enjoy herbal foods at the cafe or restaurant and buy some plants and herbal products at the souvenir shop. The overhanging exhibits of fuchsia are elegant in the Glass House. A herbal foot bath near the terrace helps you sooth your tired feet while enjoying a pleasant view of the Kobe city and Osaka Bay. The night views from the ropeway and the observation deck are also splendid.

Although I lack interest in gardens in general, this is a good spot to visit. It has a few places to eat and some interesting shops.
The best part for me was the spectacular view over the city of Kobe. Well worth the trip up the cable car alone.

Worth the price just for the ride up and down the mountain. Can see some wonderful views of Kobe. The plants are nice to see as well. Would like to see it earlier in the spring when more flowers are blooming though..

This place is honestly such a breath of fresh air from the bustling streets of Osaka. You take a cable car to the top station and it is a nice retreat from the sweltering heat of Japan in August. Obviously this place is a herb garden with various displays of herbs and vegetables, but do not be fooled as these things can exude their own air of beauty in its simplicity. The displays and interspersed points of interest make this quite a relaxing and interesting spot. The middle platform area even has a lounging area to take in the natural beauty and breathtaking view of Kobe. Perfect for dates or even just a casual day out. Prices are reasonable. Highly recommended!

A must visit place for those who love nature and plants. I could take hours and hours to enjoy fragrance of the flower and herbs around. A nice place for relaxation as well.

Beautiful place. Take the gondola to the top so you have time to meander the various exhibits and gardens.
- An essential oil gallery with the biggest collection that I’ve seen. It’ll take at least half an hour to take in the scent of every EO sample.
- A herb and spice gallery, where you can see/smell dried herb and spice then test your ability to identify each item in the mortars
- An indoor fruit and flower garden with mangoes, guavas and other fabulous fruit; I hope they don’t let it go to waste
Directly outside the indoor garden is a panoramic rest area where one can have a nice foot soak or enjoy drinks and snacks at the coffee shop before strolling down the garden for the return trip on the gondola.
The walk back down will be leisurely with frequent stops because there are just so much to enjoy and so many opportunities for family pics, selfies and pictures of beautiful flora and fauna. Carpenter ants may guide you in your walk as they did for us.
At various points, well-placed camera stands are waiting for you to take that perfect picture.
So many flora in bloom during Spring. Nunobiki Herb Garden is totally worth a visit.
