This 56m-high statue of kannon, the Buddhist goddess of mercy, was erected in 1961 in prayer for world peace. Despite its purpose, many people have jumped off from the window located the kannon's breast to commit suicide. It is believed that the souls of unsaved persons still roam around this area.

The road tunnel leading to the kannon also feels sinister and is reputed for being haunted. If you honk three times in the center part of the tunnel, you are likely to have innumerous handprints on the body of your car. This is one of rare places where a ghost detector responds violently.
