The Tokyo Metropolitan Government Building (or Tōkyō Tochō) is known as not only metropolitan government offices, also a tourist spot for providing beautiful panoramic views from observation decks.
The Tokyo Metropolitan Government No. 1 Building's upper floors are split across two towers, a north tower and a south tower. Each has an observatory on the 45th floor. The North Observatory is a good date spot for the nighttime view which can be entered until 10:30 pm (must be vacated by 11:00 pm).
From the Observatory, you can see Tokyo landmarks such as Tokyo Skytree, Tokyo Tower, Tokyo Bay, and sometimes as far as Mt. Fuji on a winter sunny day. Around the edge of the Observatory, photographic panels point out significant places that can be seen from there. Besides, the observatory has a cafe and a souvenir shop.
There is a Tokyo Tourist Information Center on the 1st floor of Tokyo Metropolitan Government No. 1 Building where visitors can enjoy shopping Tokyo's traditional crafts and souvenirs. Sometimes, the farmers market opens around there.
Enjoy commanding views of downtown Tokyo from a height of 202 meters!

Absolutely. Must visit place. I wasn't sure if I should go. But I visited and was thrilled to see entire Tokyo city. Amazing 360° views..

This building gets five stars, if you want a FREE observatory in Tokyo. The waiting times at the elevators can quite long some times, but once you get to the top, it is worth it. As far as I'm concerned, the views are spectacular, especially of Mount Fuji. Most of Tokyo's major landmarks are visible from the decks. And it is open till quite late too, so you can enjoy some great night views! The Tokyo Metropolitan Government Building is a great place to go.

Both towers have FREE observation floors. They alternate the open tower depending on the day of the week. Amazing views in all directions. You can see Mt. Fuji on a clear day. I was in the south tower and it has a little gift/snack shop, clean restrooms, water fountains, plenty of seating, and free guides who amble around and can walk you through the sites. There's even a grand piano that anyone can play. Stamp collectors take note, there is a stamp station up here! Make sure to bring something to stamp on. If you forget, you can do what I did and buy a post card for a few hundred yen and use that.

Free of charge, you can go and enjoy the sky view. There is a security check at the entrance. On the top of the tower, there are waiters to help you in case of need. There are also some souvenir shops over there.

This is a building in Shinjuku.
A very tall building rises symmetrically in the sky, which is very beautiful.
This building has an observation room, and the view of Tokyo seen from it was very beautiful.

Looking very good view on the stage. Staff are mostly elderly people, was very good. Looking ahead, numerous high-rise buildings, which also have green components. Unlimited extension of the city limits, is Mount Fuji.

展望台上视野很好。工作人员大多是上了年纪的人,态度很好。放眼望去,密密麻麻的高楼林立,其中也不乏绿化的成分。无限延伸的城市尽头,就是富士山。

进去经过安检以后,乘坐高速电梯就能抵达展望室。在上面鸟瞰东京,高楼林立,很是壮观,从中可看到东京的繁华。值得一提的是绿化真的非常好,寸土寸金的地方还有大片绿色,真是难得。还能眺望到日本名气很大的富士山。另外,大楼底层大厅的政府信息中心给游客准备了免费的东京各个旅游区域的资料及地图,图文并茂,印刷精美,被翻译为多国文字供大家取阅,光中文版本就有简体和繁体字两种。
